Abstract:

The U.S. government must change the basic philosophy underlying its aid program and revamp the organizations charged with managing U.S. development policy. The U.S. Agency for International Development can thereby begin translating into policy the promises Ronald Reagan made to the American people and to Third World leaders in Cancun in 1981. More important, AID at last can begin to help developing nations along the path toward genuinely sustained economic growth.
