Abstract:
A great debate has taken place over the nation’s tax code under the Reagan Administration, building on ideas vigorously discussed during the 1970s. That debate led to a fundamental overhaul of the tax code. A debate also has been underway in recent years over the future of welfare. It is time for policymakers and Congress to begin a similar examination of America’s chronically deficient health care system.
