Abstract:
Rather than "help" for Gorbachev, the U.S. and its allies should base their policies solely on their own long-term strategic interests. Only by refusing to give something for nothing and by responding decisively to every Soviet transgression can the West make a difference in Gorbachev's cost/benefit calculus and insure the least detrimental agenda possible for Western ideals and security.
