Abstract:
It is time to think seriously about the specific ways in which strategic defenses can reduce the risk of war. The task of deterring war, the preeminent aim of U.S. national security policy, should not rest on the threat of suicide. It should rest on the assurance that no Soviet attack would ever achieve unambiguous victory.
