Abstract:
The transition to strategic defense cannot occur overnight. Carefully thought-out strategic guidelines are necessary to direct the transition to a defense-dominant strategic relationship with the Soviet Union. Eventually, this new approach to arms control might help bring about a world free of the threat of nuclear devastation, and accordingly, should be promptly initiated.
