Abstract:

The U.S. and the Latin American democracies must act quickly to assure the transition from dictatorship to democracy. If nothing is done, crises will continue to mount in Panama, leading to a sharp increase in public disorder, economic chaos, and possibly revolutionary violence. These are alternatives that neither the Panamanian people nor the United States can tolerate.
