Abstract:
While continuing humanitarian aid in crises, and helping countries willing to pursue policies that spur development, Congress should ask, "Why any aid at all?" to hostile or unfriendly governments. The next President should do what Ronald Reagan has failed to do: work
with Congress to make major cuts in foreign aid, while restructuring the AID bureaucracy so that it more effectively represents the national interest.
