Abstract:
Moving Social Security completely off-budget is a sure prescription for a major increase in general taxes on top of recent and scheduled hikes in the Social Security payroll tax. Meanwhile, Congress no doubt quickly would discover a method to spend the off-budget Social Security surpluses.
