Abstract:

Washington should not be distracted by Gorbachev’s peace offensives or his unworkable proposal for an “intra-Afghan dialogue.” Moscow remains committed to the Najibullah regime, bolstering it with military, economic, and diplomatic aid. The U.S. cannot afford to be less committed to the mujahideen.
