Housing for the Elderly: Legislation in the 106th Congress

Since 1959, the federal government has provided rental housing designed for occupancy specifically by the elderly under the Section 202 housing program. The Administration’s budget proposal for FY2000 contained recommended changes to the Section 202 program that would expand the use of funding. Also, several bills have been introduced in the 106th Congress that would make major changes to the Section 202 program, and other housing subsidies for the elderly. Several of these bills were combined to form Title V of the VAHUD and Independent Agencies Appropriations Act for FY2000 (P.L. 106-74). This report provides background information on the Section 202 program, and a discussion of the proposed and adopted legislation. The report will be updated to reflect legislative activity in the 106th Congress.
