Abstract:
The USPS’s campaign to remove itself from the federal budget and from the financial discipline of the budget process poses a challenge and an opportunity to George Bush and a grave risk to the taxpayer. It is essential that Bush force the issue by announcing that he will veto any off-budget proposals unless accompanied by fundamental reforms.
