Abstract:

To the Soviet disengagement the U.S. must respond by an active re-engagement of its own. Reclaiming Eastern Europe for the West and welcoming it back to the free world have always been among the top priorities of U.S. foreign policy. But unlike any other period since the end of World War II, the U.S. now truly has an opportunity to become a player in the momentous changes that are unfolding.
