Abstract:
The passage of Gramm-Rudman marked a turning point in the battle of the budget. With the right strategy, refusal to capitulate on taxes and willingness to use the sequester if necessary, George Bush can assure that spending and deficits are brought under control.These benefits, however, will vanish if the Gram-Rudman sequester is repealed. The deficit reduction law has dramatically changed the way Congress budgets -for the better.
