Abstract:

The embargo can make important contriiutions to the containment of Iraqi aggression. It gradually will undermine Iraq‘s capacity to attack its neighbors or threaten U.S. forces in the region. Moreover, by driving
home the costs of Saddam’s leadership, it could encourage Iraqi army officers to turn against Saddam, remove him from power and liquidate his costly Kuwaiti adventure.
