Abstract:

The Iraqi experience reinforces the importance of new efforts to: maintain credible retaliatory forces against weapons of mass destruction; build defenses against ballistic missiles; stop exports of technology used in NBC weapons; and take preemptive military action if necessary to eliminate nuclear, biological, chemical or ballistic missile threats from such unstable leaders as Saddam or Libya’s Qadhafi.
