Abstract:
The final form that the EC will take on after1992 is still very much an open question. Currently it is far from being a “United States of Europe.†It is, however, much more than a treaty between fully sovereign independent nations. Much of the struggle over the future shape of the Community will come down to decisions concerning what powers the EC institutions will have. American decision makers thus should watch the development of these EC institutions very carefully.
