Abstract:
This paper examines the new emphasis of Soviet war doctrine that could foreshadow potential Soviet intervention in Western Europe on behalf of the interests of the communist parties within Western democracies. The growth of Soviet military power in communist dominated Eastern Europe, coupled with their apparent willingness to support "the proletarian struggle for social liberation" in the rest of Europe, could have profound consequences for the NATO alliance system and the future of democracy in Europe.
