Abstract:

Until significant reforms are adopted and executed, the U.S. must maintain its pressure on the U.N. The terms of the Kassebaum Amendment, for instance, were never fulfilled by the U.N. This is to say nothing of the alleged fraud and widespread incompetence behind the pages of the U.N. budget. Restoring the full U.S. contribution, therefore, would accomplish little but providing a disincentive for the desired reform.
