Abstract:

Money and Power in the City of Angels analyzes the impact of Los Angeles' twenty-year old campaign finance reforms on the 2009 city elections. The report finds LA's campaign finance reforms have limited the massive flow of contributions from organizations. However, incumbents are out-raising challengers 19-to-1 and raising large sums through ballot measure committees. Independent expenditures are also significant in competitive open seat races. Money and Power offers specific reform recommendations and is based on data collected by MAPLight.org and the Los Angeles Ethics Commission.
