Abstract:

Strengthening and clarifying the governor's power to keep the state's budget balanced after enactment by the Legislature could help end recurring fiscal crises that harm essential public services, according to this Institute report. Currently, executive impoundment power in New York is far weaker than in Massachusetts and other states.
