Abstract:
President Clinton has avoided making the tough decisions on national defense expected of him as commander in chief. He has budgeted too little money to pay for his defense plan, expanded military commitments while cutting defense spending, and developed a National Security Strategy that is both confused and unworkable. Congress should consider stepping in and getting the Pentagon’s house in order. With the U.S. occupying Haiti, it is time to stop and rethink a defense strategy that clearly is bankrupt.
