Abstract:

Rebecca Cohen is a research associate for the Center for Housing Policy. Megan Richardson is the policy associate for the National Housing Conference. Jeffrey Lubell is the executive director of the Center for Housing Policy. This report describes key provisions in the 2009 American Recovery and Reinvestment Act that improve the energy-efficiency of subsidized and unsubsidized homes and makes recommendations for additional policy measures to address the energy-efficiency needs of households that may not be adequately covered by the legislation.
