Abstract:
The cost of establishing a solid defense program based on the Clinton Administration’s five-year plan will be significant, for President Clinton’s defense policy is flawed. Indeed, unless Congress takes steps to reverse it, America’s military soon will be unable to fulfill its primary mission of protecting the nation’s vital interests. Critical decisions are being made at the Pentagon not based on how best to deal with existing and emerging threats to national security, but according to how much money the Administration and the Congress are willing to spend on defense.
