Genocides do not break out unannounced; they are preceded and prepared by identity conflicts that can escalate into mass killing.
This publication, which was co-published by IPI in cooperation with The Office of the Special Adviser on the Prevention of Genocide, United Nations, discusses stages in the prevention of identity conflicts and the tools available for the international community to use.
