The Center for Governmental Studies (CGS) recommends that California adopt a comprehensive new approach to the way state candidates raise funds to conduct their campaigns. Its study, Public Campaign Financing in California: A Model Law for 21st Century Reform urges replacing larger, private campaign contributors with small campaign donors and public campaign financing.
