Illinois and Vermont implemented a minor parent living arrangement policy prior to the 1996 law. Both have policies designed to protect those for whom the living arrangement rule might prove problematic due to abuse at home or other causes. This in-depth exploration is designed to assist those who work on the policy or with teen parents to gain insights into the nuances of implementation from the perspective of two states with experience.
