Abstract:

The author attributes the health disparity for the elderly to the fact that the elderly are constitutionally not capable of "militant advocacy" on their own behalf. The family agency, the author contends, not only has the capacity, but also the responsibility to close the health gap, not only by providing direct services but also by representing the interests of the elderly to the general public.
