Abstract:

Editor's Note: We recently read a manual for board members of the Jewish Welfare Federation of Detroit, written by William Avrunin as the first in a series of similar documents. It was a succinct and clear statement of the function, structure and central operational processes of the Detroit Federation, and by easy extension, of Federations generally. True, it reflects a particular orientation that may not be shared by all Federations. At our request, Mr. Avrunin made the necessary deletions and minor changes to produce an article out of the content of the manual. We then invited Charles Zibbell to write a commentary and he gracefully accepted.
