Voice of America and Radio Free Europe/Radio Liberty have suffered from insufficient funding, technical inadequacy, and over--restrictive programming guidelines. Even under these conditions, the staffs have done a remarkable job. From what is known, both radios have wide audiences despite jamming and weak signals. However, much improvement is necessary.
