Launched in 2007, the Shifting Gears Initiative was created to make existing education and skill-development programs for low-skilled adults more effective.
This July 2007 report, State Innovation to Advance Workers and the Economy in the Midwest reaches conclusions about what aid, programs, and support is needed to better facilitate success. Shifting Gears states are broadening the reach to connect the Initiative to a statewide conversation about economic growth and education for underrepresented populations
